City buys four more homes in hopes of neighborhood stabilization
The city is using federal money to buy four central-city properties that officials say they eventually could use to provide affordable housing.
The properties include three homes at 106, 108 and 110 W. Sexton Road that are owned by the Intersection, plus a home at 102 E. Sexton owned by Jennifer and Jesse Dack. The Intersection properties once were part of a plan by Covenant Community Development to build a grocery store, apartments and other retail space. That controversial plan, for which the City Council approved appropriate zoning, fell through last year.
Tim Teddy, director of the Columbia Department of Planning and Development, said it remains to be seen precisely what the city will do with the properties, but it will be "most likely affordable housing of some sort, something that serves the neighborhood and the city.”
Teddy said there certainly is a need for housing for people with disabilities, particularly among those with low incomes.

This could be the start of more affordable housing for the disabled community as is stated in the main article. This is also being supported by the Disability Commission of the City of Columbia which answers to the Mayor and advises on alot of issues that effect the disabled and non disabled in this entire community and the County too.

So what is going on around the Tower?
So just what is going on in and around Paquin Tower these days?
As the days of Summer come upon us I thought it a nice idea to toss a few Paquin Tower updates up here on the forum.
Parks and Rec has been busy doing various projects and the most noticeable around Paquin Tower are all of those Tie Dyed T Shirts everywhere. Reminds me of a late 60's party which adds some much needed color around the place. I wonder if CHA would consider this idea through out the building as the hall way colors are just so drab. We really need more cheerful colors around the old place.
People are still moving in and moving out as usual and as we know that will never change but when you see a few of the great ones go it kinda leaves you feeling a little bit empty but you know they are moving to improve their lives. We all should be so blessed.
The Paquin Tower Garden is really growing up by leaps and bounds this year and all of the gardens are becoming more colorful as time goes on. All of the gardeners are still waiting for Parks and Recreation to finish with the other upgrades and landscaping but as we know the wheels of progress often turn rather slowly.
Boone County Group Homes moved out of G2 downstairs and soon we will once again have a "on site manager" once again. Penny is moving into G2 and going to call it home. My hopes are this quiets the building down alot more than it is now. Too much of every kind of mischief and other stuff goes on here and left unchecked just grows into things that alot of residents are very tired of.
Remember that the Paquin Tower Resident Association Meetings are on the last Monday of the month which is the same day as the Smoke Alarm Checks. If you want your views known and heard then please show up so your voice is heard or you can write your concerns on paper and give that list to Richard Craghead or John Ward in room 208.

State pursuing ways to cut costs of in-home care
Missouri officials fear the state may be overpaying in-home care providers millions of dollars to help disabled residents bathe, cook, clean and perform other daily activities.
Legislation recently passed by the Senate -- and now pending in the House -- could impose a pair of cost-cutting curbs on the more than 300 businesses and nonprofit organizations that provide in-home services to about 50,000 low-income Missourians.
But some in-home care recipients and their advocates fear the changes will result in fewer services, making it more difficult for them to remain at home and more likely they will need to move into nursing homes.
At issue is the method by which Missouri determines whether residents' income makes them eligible for Medicaid, whether their physical conditions make them eligible for home care and, if so, how many hours of care they should receive.
Missouri has experimented during the past decade with several approaches, including conducting assessments through contracted nurses and state employees. Since July 2007, Missouri has allowed client assessments to be done by the same organizations that ultimately provide the home-care services.

After note: Yes there is waste and alot of it in the system. That is a fact. There need to be better standards and better reviews,reporting and more to curb this waste. It is sad those abusing the system are the ones causing this to happen with these budget cut backs. I know of many where I live who do this. It is just not right.

How far do we let freedom go?
Ok just how far do we let freedom go in our city? Sure we all want freedom of everything and who doesn't deep down in our heart of hearts but with crime rates climbing,people moving to Columbia from other heavily crime ridden areas and more variables just where do we as citizens stand up and say "Hey ya know maybe there should be limits put into place to how much certain groups of citizens can get away with".
What if an ordinance came up to City Council after an extended research and review and found that making all Downtown City Parks Zero Tolerance Zones to all illegal drugs and alcohol and only allowing alcohol during events and then only with a permit/license?
Bare in mind that most all of these aforementioned parks are near enough to our public schools where your children are at that you can literally spit and hit the school yard.
I do believe there is a Federal Law in place although I cannot remember the statute # that forbids illegal drug use and excessive drinking with in a certain distance from public schools year round.
How would you side with such a ordinance if enacted by City Council?
I will assure you there is one coming up in the near future for one tiny City Park that is right next to a public school and has in the past been a chronic problem of sorts. Concerned citizens are pushing that this park be the starting/rallying point for just such an ordinance to be enacted. Yes I am one of those citizens pushing for this as having witnessing fights,illegal drug use and excessive drinking in this one park for 6 years now with no permanent solutions being brought to bare. Nothing is 100% as we all know but with something like this in place it makes it easier for the Columbia Police Department to do it's job.
It is time we as a community take a stand against all crime in our city and we as concerned citizens must take back our city one area at a time if that is the case and make a stand against crime anywhere in our city.
So the question is for the Discussion "Would you support a Zero Tolerance Ordinance (Alcohol/Illegal Drug Activity)for all Downtown City Of Columbia owned parks except the times during special events and only then with a city approved permit/license?
Other cities across our nation have this type of ordinance and it has proven to work in curbing Alcohol and Illegal Drug activity/Crime in those areas. So why not Columbia?

Vehicle Vandalism Strikes Paquin Tower Parking Lot
Sometime late Friday night to very early Saturday morning a resident of Paquin Tower had both of his vehicles vandalized in the small parking lot behind Paquin Tower.
One of his cars had a rear passenger window broken and the other car had the passenger side mirror kicked off from what I could see. Nobody ever deserves to have their vehicles done that way. They were parked side by side. This is not the first time vehicles have been vandalized in the back parking lot of Paquin Tower over the years. Car stereos and other things have been stolen from many vehicles in the past.
More cameras,bigger and brighter lighting fixtures would be a good thing IMHO.
Our world we live in and our surrounding neighborhood are not friendly places anymore.
What can be done to help stop all of this? If you see suspicious activity in the parking lot do not be afraid to call CHA Safety or the Columbia Police Department for a "drive through" of the parking lot or a "safety check" of the park itself since in the past there have been numerous reports of intoxicated homeless individuals,residents even of Paquin Tower itself and other individuals from the surrounding area in the past who have done vandalism,littering,using illegal drugs and even fighting in the park itself.
The park and the parking lot are part of "Our Neighborhood" and as the old saying goes by those who get sick and fed up with all of the various types of crime in their neighborhood and who make a stand against it "Not In My Neighborhood" is their rallying call.
I want to ask all of the residents of Paquin Tower who read this and all of the community of Columbia who read this as well to stand up and take a stand in your own neighborhoods and tell everybody who thinks ruining your neighborhood is something they might think remotely about doing "Not In My Neighborhood". We will all be alot better off with more concerned citizens making a stand together.
