It is the beginning of our Community Coalition Gardening Season here at Paquin Tower in the Paquin Park which holds our Community Garden.
Already this year our garden shed has been vandalized by somebody ripping the lock hasp off of the door and living in,sleeping in,urinating in and leaving beer cans and trash in our small garden shed.
This is just a continuance of the letter I sent out about the bums that practically live in Paquin Park which is with in 100 feet of the Lee Elementary School.

This is just not right and it really cannot be allowed to go on and on. Something must be done this year to stop this on going yearly problem that the disabled residents who use this community garden have to put up with.
Can any of you this is sent to help or at least get the ball rolling to help at all?
What do you suggest the disabled citizens do go out there with shovels and garden rakes and beat these bums up and out of our park?!!
You know what I mean here this is ridiculous that the city knows this is going on and does nothing to help at all.
Disabled citizens love to garden too you know!!!!!
Just another reason why citizens lose faith in those who govern our city.

Chuck,
I just spoke with Dearl Logan our new Administrative Safety Officer for
CHA, about the situation at Paquin Park. I couldn't open the pictures.
Could you email them to me. We are making a case to take to the City
Council to make Paquin Park alcohol free.

While I would love to weigh in on the pros and cons of Steel Reserve beer, my job as the Park Servives Manager probably restricts my comments to those of the park.
First, thank you Charles for the compliments on repairing the shed. On issues of vandalism and graffiti our department uses a "zero-tolerance" policy with a goal of fixing or removing problems within 24-hours of notification.
We have asked Paquin staff and those residents with concerns to call our Park Ranger anytime the homeless is in the park and is either breaking the laws or harassing residents. Unfortunately, nearly everytime the Ranger has responded, there has been a resident with the homeless who either says that they aren't causing problems or vouches that they are their friend. Thus, there's not much we can do. There's no law against drinking alcohol in the parks.
The Columbia Pulbic School district will be erecting a fence along the walkway that leads to the raised garden and we hope that this will help eliminate some of the problems.
